int	offset	Register Offset
int	*data	Data word (by reference)

Write a register on the PCI Interface or SHARC chip.  The Offsets to various
registers are defined in ice21062.h for the SHARC and ice5933.h for the PCI
interface.  This routine returns *data as the function status.
